International transport is an area that requires exceptional organization, a solid understanding of regulations, and compliance with numerous legal requirements. The job of a transport operator is far more than just driving — behind every route there is paperwork, permits, administrative procedures, and legal obligations that must be met for a vehicle to cross borders legally. This is why it is essential to understand which permits exist, when they are required, and how they are issued, especially now, as the transport industry is evolving faster than ever before.
To engage in international transport, the first step for any carrier is obtaining an international transport license. This license is issued to companies that can demonstrate adequate financial stability, possess technically compliant vehicles, and employ individuals with the required professional qualifications — including a certified transport manager who oversees compliance with all regulations. Without this license, a carrier cannot obtain additional permits nor legally operate in international transport.
Once the license is secured, the next step is obtaining specific permits for the countries through which the vehicle will travel. The most well-known and highly sought-after among these are the CEMT permits. They allow transport across a large number of countries, including EU member states, Turkey, and many others. Because of their wide coverage, these permits are extremely valuable, yet limited in number, and therefore allocated based on a points system. Carriers with a modern fleet and a strong record of compliance and performance have a much higher chance of receiving them.
In situations where a CEMT permit is not sufficient, bilateral permits are used, valid only between two specific countries — for example, Serbia and Germany. There are also transit permits, which allow a vehicle to pass through a particular country without loading or unloading goods. These permits are crucial for proper route planning, as choosing the wrong type of permit can lead to delays at the border, the vehicle being turned back, or substantial fines.
Special attention must be given to specific types of transport. When carrying oversized loads, hazardous materials, live animals, or perishable goods, additional permits and certificates are required. For example, the transport of hazardous materials requires an ADR certificate, specially trained drivers, and a properly equipped vehicle. Oversized transport demands detailed route planning and special approvals for each section of the journey.
Although the process of obtaining permits can be complex, most problems actually arise from insufficient preparation before the trip. It is not uncommon for vehicles to be turned back at the border due to minor oversights such as expired permits, incorrectly completed paperwork, or an inadequate number of permits for the entire route. An additional issue is improper tachograph documentation, as border authorities now monitor rest periods and driving time regulations very strictly.
The cost of permits varies depending on the type and the country. While individual bilateral permits may cost only a few dozen euros, CEMT permits can reach several hundred euros per year. However, transport operators know well that the price of a permit is always far lower than the cost of fines, being turned back at the border, or losing a job altogether — which is why proper planning always pays off.
Because regulations are changing so rapidly, it is recommended that transport companies closely follow official updates from the relevant authorities and continuously invest in employee training. Well-trained, informed drivers who understand their responsibilities significantly reduce the risk of errors and contribute to a more professional and efficient business operation. Modern technology provides an additional advantage: telematics, GPS tracking, and digital logistics tools make it easier to plan the most optimal routes and maintain accurate, up-to-date documentation throughout the entire transport process.
